RFNBO Hydrogen

BIOAGRA S.A. signed an agreement for co-financing the project “Construction of a RFNBO hydrogen production installation along with accompanying infrastructure, including the construction of an installation generating electricity from renewable sources”.

The project is co-financed by the National Recovery and Resilience Plan (Krajowy Plan Odbudowy i Zwiększenia Odporności / KPO). The non-repayable funding from the KPO amounts to PLN127 620 000.

As we face the crisis, we are focusing on a secure future. The project supports the development of sustainable economic competitiveness and an improvement in the standard of living of society. We are strengthening economic, social, and territorial cohesion by increasing resilience and adaptability, and supporting the green and digital transformation.

Project goal and scope

The primary goal of the project is to launch a Hydrogen Production Plant in Goświnowice, which will produce hydrogen through water electrolysis.

The scope of the project includes the construction of a 20 MW Hydrogen Production Plant and a photovoltaic farm to generate electricity for the Plant. The photovoltaic farm, with a peak capacity of approximately 50 MW, will be located approximately 20 km from the BIOAGRA S.A. production plant. The photovoltaic farm and the Hydrogen Production Plant will be connected by a dedicated power cable.

The plant will produce up to 2 400 tons of hydrogen annually, which will power industrial plants and bus fleets. The project contributes to the increased use of alternative energy sources and the development of a green economy.

Hydrogen of non-biogenic origin

Hydrogen – a renewable fuel of non-biogenic origin (RFNBO) – is considered the fuel of the future and a raw material for the production of “e-fuels”: methanol and hydrocarbons.

Implementation principles and horizontal benefits

The project is being implemented in accordance with the principles of equal opportunity and non-discrimination, as well as accessibility and universal design criteria. Implementation will contribute to increasing the accessibility of products and services in public spaces.

Tenders

The project will include several tenders for design work, component supply (photovoltaic panels, electrolyzers), and construction services (photovoltaic panel installation, cable laying, other electrical services, water and sewage services, construction and finishing of production buildings, and equipment installation). Links to the procurement procedures are provided below.

The Hydrogen Production Plant will be located adjacent to the BIOAGRA S.A. Ethanol Production Plant in Goświnowice, Nysa County, Opole Voivodeship. This will allow for the exploitation of potential synergies between the two plants in the future.

Financing

The project is co-financed by the National Recovery and Resilience Plan, under program B2.1.1. “Investments in hydrogen technologies, production, storage, and transport of hydrogen in the form of non-repayable support.” The investment supporter is the National Economy Bank (Bank Gospodarstwa Krajowego / BGK), and the institution responsible for implementing the program is the Minister of Climate and Environment. The project aligns with the objectives of the European Industrial Strategy, the Recovery Plan for Europe, and the Green Deal.
